Alterra officially disavows the role of ‘government,’ preferring to ‘seek positive-sum contract relationships with its employees’.

Alterra believes ethical action is the rational pursuit of joint profit. During the Expansion, the bloody colonization race that followed Earth’s Holocene Collapse, Alterra cornered the arms market, then declared peace by embargoing its customers. This intervention led to the signing of the Charter and the normalization of a new rules-based interstellar order.

In the late 22nd century, Alterra discovered a dangerous spaceborne bacterium on the water world 4546b. Alterra tried to conceal and control this knowledge, co-operating with the Trans-System Federation to seize the surrounding territory from the Mongolian Independent States.

This secrecy broke down by the turn of the century, after the bacterial "kharaa" xenosystem arrived in force. Alterra blamed interference by corporate rivals, pointing to the convenient presence of the Alpha Andromedae-registered independent trader *Sunbeam* and bombings by the roboticist Samantha Ayou.

Alterra remains a major supplier of the Trans-System Federation military, but ties between the two are badly strained. The development of human fabrication technology has allowed the leaders of both sides to extend their lives—and grudges—indefinitely.

Alterra has sponsored Mongolian survivors, perhaps in an effort to retain their knowledge of the early kharaa outbreak.
