Citizenship in the States was not restricted to those of Mongolian descent, but members were encouraged to learn and adopt Mongolian culture and values. Accusations of "cynical cultural strip-mining" by Mongolian citizens of the Sol Transgov stalled out in interstellar courts.
Alterra used the high failure rate of the Mongolian colonization strategy to accuse the Mongolian States of population abuse, a Charter violation. This justified a military intervention and asset seizure by the Trans-System Federation.
Soon afterwards, the kharaa aliens infected Mongolian space. In the resulting war the Mongolian Independent States effectively ceased to exist. Refugees continue to disperse across transgov space.
